Is knowing english a requirement to be a good citizen?

That lady whose defense is “I didn’t know english” I think she’s a smartass trying to get away with something she knew she shouldn’t do.
Please note NOWHERE did I mention ILLEGAL here.There are many citizens who do not speak english at a 100% yet they are good citizens.
Dear Bekki1706: I speak, read and write in 4 languages and I’ve called many countries home.
I think being a good citizen, anywhere, is really a lot of common sense, regardless of the language. Of course it’s better if they learn it, and it’s better for themselves than for anyone else because it makes their own life easier. But like someone said if you got the morals right, that’s the main part.You wouldn’t want a horrible neighbor that could speak perfect english over a decent and considerate one whose english is maybe just 50% right?

How can people migrate to an English speaking country without having to speak English?
